Elba is the Technical expert for Smart Cities and Digitalisation at the UNDP Global Centre for Technology, Innovation and Sustainable Development, located in Singapore. She provides technical support to UNDP network in the design and implementation of smart city and digitalisation projects.
Elba has wide experience in supporting technology and innovation projects from the perspective of cities, public authorities, corporates, start-ups and academia. Before joining UNDP, she worked for the IT Institute of the Barcelona City Council in the design of technology and innovation pilots in the city. In her previous role as strategy consultant, she also assisted cities in the development of their smart city plans and supporting regions in the scaling up and replication of successful solutions Elba’s background also includes supporting knowledge transfer activities in academic institutions, supporting in the design of digital projects in African and Latin-American regions, and practical experience on promoting international cooperation for innovation.
