I recenti eventi in Ucraina e nella penisola di Crimea hanno, giustamente e prevedibilmente, attratto l´attenzione dell´intera Comunità internazionale e dell´opinione pubblica mondiale. Quello che sorprende è che, pur nella divergenza, spesso totale, sullo svolgimento dei fatti, le parti direttamente coinvolte e altri attori internazionali di primo piano che si sono pronunciati in merito, hanno continuamente fatto riferimento al diritto internazionale per giustificare le rispettive posizioni e decisioni.

Dall’Africa a sud del Sahara, qualche volta, arrivano anche delle buone notizie. Il secondo turno delle elezioni presidenziali senegalesi, svoltosi il 25 marzo nella piena regolarità e senza incidenti di rilievo, ha sancito la vittoria del candidato dell’opposizione, Macky Sall, mandando a casa il presidente uscente, Abdoulaye Wade. Questi, già vincitore nelle due ultime tornate e al potere da ben dodici anni, aspirava a una nuova investitura nonostante l’età ormai avanzata (86 anni) e i dubbi di costituzionalità di un terzo mandato.
Beyond the immediate crises, centring on the inability of countries such as Greece, Ireland and Portugal to finance their public debt without EU/IMF support, at the heart of the Euro crisis lies the increasing divergence in economic performance between the core and the periphery, aggravated by current austerity programmes, especially in those countries with long-standing structural reform deficits. For example, the Commission’s Spring Forecast shows that the worst growth performance forecast in 2011 and 2012 is for Greece and Portugal(1).

The Ukraine war has fueled inflation and led to downward revisions of growth prospects in Europe. Recession might be just around the corner in 2023. However, the root causes of low growth in Europe go well beyond the war and are mainly due to an increasingly fragmented world.
A year and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. The impact of the Covid19 pandemic, with Africa’s first economic recession in 25 years and a sharp rise in poverty and debt, has brought new challenges in the agenda of the two continents, highlighting new gaps to address on the way forward.
Today more than ever, Africa is taking centre stage in international politics. The Covid-19 crisis has partly disrupted ongoing social and economic processes: while huge challenges and obstacles to a full development process ought to be addressed — especially in the face of the first economic recession of the past 25 years —, growing opportunities in the continent are yet to be seized by international partners.
