Il referendum indipendentista voluto da Ma'sud Barzani si è rivelato un pericoloso fuoco di paglia, che ha risvegliato i demoni del passato. Invece di risolvere i problemi del Kurdistan iracheno, li ha esacerbati; sono riemerse le faide interne, le difficoltà economiche, i limiti di una governance clientelare e corrotta e la ostilità di tutte le potenze regionali.
