One of the recurrent themes in U.S. strategic thinking is the evolution of forms of war and the type of planning that must follow for U.S. security policy. The Obama administration is getting ready to publish its first strategic document – the Quadrennial Defense Review 2010 – which will contain the defence projects, budgets, investments and armed forces training programmes for the coming years.

The year 2010 marks the 50th anniversary of the Year of Africa. In 1960, in fact, 17 African colonial territories obtained independence. The transition was relatively smooth, if one excludes the big crisis in Congo, which unveiled both limits of independence and the burden of the East-West confrontation.

President Barack Obama has announced his intention to host, in April 2010, an International Nuclear Security Summit. After almost a decade characterized by ad hoc initiatives aimed at curbing the illegal trafficking of nuclear related material, the new US administration seems to be eager to work in order to coordinate the different bilateral and multilateral programs and achieve some sort of institutionalization of the different initiatives.

The likely junior partner in Germany’s new coalition, the FDP, achieved a historically strong result with 14.6 percent of the votes on Sunday. For the first time in eleven years, it is set to join the federal government. Given its strong result, FDP chairman Guido Westerwelle will reach out for key portfolios in the upcoming coalition negotiations, including some which will play a role in key German European affairs matters. Traditionally, the smaller coalition partner in the German government takes the Foreign Ministry.

The next general elections in April 2010 are more likely to threaten peace in the country than to bring the long-awaited democratization. Actually, the 2011 referendum on self-determination for Southern Sudan appears to stand out as the real issue at stake.

The next 18 months will prove critically important to U.S.-Iranian relations, which currently stand at an impasse. First, newly-elected President Barack Obama entered office having pledged to engage Iran using “aggressive, principled diplomacy without self-defeating preconditions.” This openness to negotiate directly is a marked change from the policies of President George W. Bush. Second, Mahmoud Ahmadinejad claims to have won a second presidential term in very controversial fashion.
